The mother of six of the eight children who were found unsupervised in the middle of the night at a San Antonio home has been arrested on two charges of injury to a child by omission.
Porucha Phillips was supposed to be looking after two children who were found tied up in the backyard. One was a 2-year-old boy chained to the ground, and the other was a 3-year-old girl tied to a door with a dog leash.
Authorities say the boy had a metal chain strapped around his ankle, with the other end of the chain fixed to the ground. Another child was found tied to the back door.
Neighbors who overheard the cries of children found chained and tied up in a back yard described the cries of the young victims as “howling” and claim the children have been mistreated for quite some time.
Neighbors claim the abuse has been ongoing.
