WASHINGTON – A new report says the Metropolitan Police Department "engaged in retaliatory conduct" against two police union heads.

The dispute between the department and the pair arose in 2008. Union head Kristopher Baumann and a deputy, Steward Burton, had their badges and guns taken away until they attended mandatory training they had not previously had to attend.
An examiner for an agency that resolves labor-management disputes in the District of Columbia wrote in a report Tuesday that the police department had been retaliatory in singling them out. Other police officers failed to complete training but did not have their police powers revoked.
MPD has 30 days to challenge the report before the full Public Employee Relations Board votes on it. The case could be appealed to Superior Court.
